On March 4, Min Aung Hlaing flew to Russia at the invitation of Russian President Vladimir Putin . In particular, during a meeting with Mishustin, Min Aung Hlaing announced plans to open two Myanmar consulates general in the Russian Federation to improve diplomatic relations between the countries. He also called for opening a Russian consulate general in the Myanmar city of Mandalay . Following the meetings, Putin announced that Myanmar military personnel would take part in the Victory Parade in Moscow .
